Default IS MY FUEL PUMP BAD OR OUT?? for my 68 camaro with 396

Hey guys i had just bought this 68 camaro with a 396 4speed manual. I drove it home and it was cool. Than my car rmp start tripping like it starts trippin like moving up and down like crazy and than dies. I am not really mechanical but i see this see through glass container that has like a little filter in it and i believe fuel or gas goes into the glass. SO when it dies the glass jar is empty and i so i wait for it to fill back up or else it wont start. Once it starts again i can see the glass jar gas or oil go all the way down hella quick and there is like little in it? So once i drive it, it does it again and the rpm starts tripping? SO if you guys can help me thanks, i am also taking it back so they can fix it, but if its simple than i ask my friend to do it.

If i drive on freeway no problem the car is fine, but also when i downshift to 3rd gear and the rpm starts going to 4,000 its like the engine start to cutoff. the person put on those big *** tachometer and put the rev limiter on like 5,000 on the tach, could that be the problem, Or do you think becauase the car has been sitting for awhile and it needs to be runned more or get it tuned thanks.
