Default Fuel Guage not reading

There was a new fuel tank installed prior to my purchase and not sure where to start looking to trying and figure out why the fuel guage is not reading.

It would help a lot if you told us what year your car is. I'm guessing somewhere between 1967-2002. Am I close?

Just curious, is your tank half empty or half full?

Are you saying it reads full all the time?
Does the needle move back down when the key is off?

No it shows empty all the time and it does not move when started or bounce while moving down the road.

You need to find out if there is a short in the wiring or not. With the key on, pull the gauge wire off the sending unit, should be a tan one (not the black wire on the ground tab). If the gas gauge pegs to full, it's the sending unit that's the problem. If nothing happens, that tan wire could be grounded out somewhere. Btw, touching that tan wire to ground will/should peg the needle to empty, and with it disconnected should peg it to full (I know, sounds opposite of what you would think, but that's how it works). If still nothing, check to make sure you have power going to the other side at the back of the gauge (or you could check for power there first if you think it's easier).
