Default Shock mounting bolt

I just pulled the rear shocks off my v6 with an eye toward replacing them (or at least upgrading the bushings). The lower eyelet mount has a bolt that seems to be permanently installed:

Is there any way of removing the bolt and reusing it with a new bushing or new shock?

Just replace the shocks. The new shocks come with mounting bolts and pre installed bushings
