It locates the axle on a left-right sense, but allows the axle to move up-and-down.

Not only does the bar locate the axle left to right, it keeps the rearend from tearing out altogether. All cars that have a control arm type rear suspension have to have some type of locater bar, whether it's a panhard bar or camber rods, etc. Rear control arms have no lateral (side to side) stability, which is why the bars are needed.

And this may sound like an archaic way, but as a quick fix after lowering the car, you could "tweak" the stock panhard bar to put a slight radius to it, which will shorten it. You obviously have to have the bar off, center the rearend with the body, and test fit as you go. Better yet, if you have a welder, you could cut the bar apart, shorten it, and re-weld it reinforcing it with a gusset.

I don't see why a V6 owner couldn't answer this. Panhard rod has NOTHING to do with weight distribution. It centers the rear to the axle. A V6 guy can answer your questions just as good as a V8 guy (02StanGT being a great example) and V6/V8 isn't gonna be a difference 99% of the time.
