Quick question. Will the fuel pump still kick on for a few seconds when you turn the key to the ON position before starting even if the vats / passkey is wrong? I made the resistor jumpers but the fuel pump will not build any pressure at any time. I checked the fuses and relay and they are ok.

I believe it will you just won't get any spark...can't remember since it's been such a while since i had this happen before.....someone correct me if I'm wrong

 

The PCM won't bring up the fuel pump relay if it does not see an enable signal from the VATS module. Could be the resistors, wiring, the VATS module, pump relay, or the pump.
