If the EVAP system is working properly there should be none or very little liquid fuel in the canister. The canister collects fumes from the gas tank, and during the purge cycle they are sucked back into the engine intake and burned. The canister will have to be replaced, but if the purge is not taking place it will get full again in short order.

Check all hoses attached to the canister for damage or leaks and kinks, especially the hose going from the canister to the purge valve. The ECM controls the purge valve by operating a solenoid connected vacuum powered switch. So check the valve and all wiring and hoses connected to ii, including the hose going to the throttle body.
