Either could cause that sort of leakage. Do you know what your fuel pressure is? Should keep it under 7 lbs. QJ's can tolerate a little higher pressure than a Holley, but wont like over 7 lbs. Could also be a stuck needle or dirt in the seat of the float needle/seat.

When you say you put the carb on, did you just now put it on? Is it rebuilt, or was it taken off another running engine, or has it been sitting around on a shelf for a while? Could be a leaking needle/seat, or the float sank, or the float level is set too high. If it looks like it may need a rebuild, it would be a good idea to do so, especially since you'll need to open it up to fix the flooding over problem anyway.
