Unhappy 79' Berlinetta Turn Sigs Won't Flash

Hello everyone, I am new around here. My mother has her highschool car we recently re-purchased after they let it go over 15 years ago! it is a 79' Berlinetta. Now I am in school and am a diesel technician with cat and know a decent amount of electrical and have wired all kinds of basic things. Our issue here is the Hazard lights work clear as day, but the turn signals will turn on and stay solid and not blink. Dad states he put all new bulbs in and they were OK. I personally checked all the fuses, relays and replaced both flash modules myself so I can account for that. I am assuming our issue is going to be either a short/ground or in the turn signal switch? I have a turn signal switch out of my chevy pickup I was going to compare but I assume its different. Does anyone have any hints on something that may be a common problem with these cars?
I go over my main concerns in the last paragraph but here is some more backstory and information for you all.

I know my 68' chevy pickups turn signal switch had corrosion on the main connector, I threw a new switch in it because the cam was cracked.
A little more backstory is the electrical in this car is an absolute nightmare. My mom isn't sure if it is from when they originally purchased the car or if its from the guy who they sold it to. Who was going to use it for enduro racing or drag racing. Don't really care enough for his work since it seems to be recently thrown together. I completely wired the radio and installed a new signal wire for the tach so far and everything was put together with cheap scotch locks (I swear by solder and shrink wrap) I dont know much about this next part but this guy tapped into the turn signal wires and ran wires INTO the cab. yes, he spliced into the existing turn signal harness and ran wires into the cab and left them lay unprotected under the steering column. I have them pulled out. it doesnt look like factory wiring. I have not yet located the turn signal switch but by the looks they aren't out of it anyway since its the wrong color.
Another weird thing I found was that the interior lights (foot well lights that are activated by a push button from the door) are wired through 2 scotch locks, run into a capaciter (the type a distributor would use) and then they go right into the front of the fuse box in the "ignition" port. Common sense tells me that isnt factory either.
If anyone has any information on the correct power for that I would appreciate it

My main concern here is turn signals. They dont flash, but hazards flash fine.
second, the "battery" terminal in the fuse box you should be able to plug into and have constant 12V doesn't work, I'm assuming some "smart" person cut that too
third, the fuses beside it are okay.
third, the footwell lights that are powered straight out of the fuse box

just tonight I have go the tachometer working which "never worked before" and i am looking at the best way to run constant 12V to the radio for the memory function since the constant plug on the fuse box doesnt work (I assume I should just fix the constant first then plug the radio into that)

The car itself

This is the mess under the dash that I am dealing with... large amount of wires arent factory. slowly working out what goes where and marking it. If you look straight in at the 2 wires side by side coming from the right side of the fuse block. You can see the two scotch locks right in a row above and below eachother. Those go down to the little shiny capaciter at the bottom left corner of the fuse block (I should have drew lines on the picture before I uploaded it) and then they lead to the footwell or couresy light on the driver side. the other side which im assuming is the ground side has two wires coming off of the same light too. Like stated whoever wired all this stuff needs to be banned from scotch locks and being able to buy electrical wire. All this is just the beginning

You can see the factory turn signal wires here. And then the black wire he spliced into it... Grounding or giving it 12V changes nothing about the light. Dims it one way slightly but it doesnt flash still.

Update, The "Two side by side wires" on the second picture are orange in color. I missed that

I'd suspect the bulb sockets but that's just a guess.
