pump doesnt run off the motor. logically pressure should be a little higher at an idle. using less fuel. 37 lbs isnt that bad. my last one held there and ran fine. how long did u let it set to check for leak down. when u started it did it start right up? u need to recreate the hard start to see what the pressure is then.

also i would look at the pressure regulator first though. easier. lol. i picked up a variable vvv one so i can set the pressure were i want it. car seems to run better about 38 lbs.

The car did hestite once after priming. Otherwise it would fire up fine like it should. I let the gauge sit for 5 min. Maybe I should get a vacuum gauge and apply vacuum to regulator

You can try pulling off the vacuum line off the regulator to see if there is fuel in it. If there is, then the regulator is bad.

So tonight I messed with the car some more. I got the rail pressure to 37psi and then applied 13"vacumm to the fuel pressure regulator. Pressure did not drop. Then I started the car and pulled the line off the regulator. It raised my rail pressure to 47psi. I have plenty of vacumm going to the regualtor. So Im assuming it is a bad regualtor. Im going to order an adjustable one tomarrow. Hope that takes car of this problem

Also the vacumm line going to the regulator smelt like fuel
