Pontiac Base= Firebird, V8= Trans Am, All out WS6, Super car= Fire hawk

Chevy Base= Camaro or RS, V8= Z28, All out SS, Super car= LE1

15-25 is a pretty big range and that is highway. You could see 10-12 city, My V6-5 speed get over 30MPG on the high way my Tahoe gets 18MPG. If you do any amount of driving that differents adds up real fast. Since the stock Lt1 is 27MPG I really think that 25 MPG in a 383 is a pipe dream unless the builder was going for MPG when he built it. I'd bet your a lot closer to the 15 then the 25.
