Varying idle on initial start. What is it?

Varying idle on initial start. What is it?

I have Camaro SS and on the initial start the rpm's go from 200 to 1000 for about 20 seconds. And when stopping if I hit the gas and let off immediately it also does it, what can it be?

2002 Camaro ss with ls1. It has ls6 heads, cam, headers, and ls6 injectors

IAC (idle air control) valve is most likely either sticking or failing.
