Well, the "when i turn the key off and take it out the car still sputters kinda and turns over for a few seconds" sounds like a classic case of "run-on" which is caused by carbon build up on the piston tops, partly and often due to running too rich.
But it's hard to decide without more data. What model, what engine, how many miles, any modifications. Does it idle high only when warmed up, or when cold, too? Tell us more and maybe we can get lucky and tell you more.

my bad i thought i had included that info, well its a 77 camaro with a 350 in it new carburator about 90k miles on it, i recently purchased it from some dude and i THINK he menioned somthing about loosing or tightining the air filter when it idled high

Is it all stock, including the carb and the air cleaner. It still sounds like it is the victom of carbon buildup/running on. Was the new carb a generic carb or one specifically jetted for this car? Does the car run well otherwise? Is it running rich?

its a quadrajet carb, all i know, i took it to a friend and he messed with two bolts o the front of the carb and it turned off fine, but when i put the air filter back on and screw it on then drive the 5 miles home and turn it off i get a bad case of "run-on", how loose should the bolt that holds the air filter on the carb be? thanks

This may sound wierd but I had the exact same issue on my K20 after I installed an edelbrock crome air cleaner on it. The air cleaner DOSE NOT FIT a Qjet despite edelbrocks application guide, you have to purchase a spacer to make it work. The prob is that the air cleaner stack is not tall enough and when you tighten the wing nut the bottom of the cleaner pushes down on the accelorater pump arm thus forcing the throttle open. What they dont tell you is that the plastic spacer has a tendancy to jam the choke plate rod keeping it from working right. I finally ended up cutting down a factory lower air cleaner and making it an open element cleaner. Go to the junkyard any early model 4barrel air cleaner will work modify it like i did mine and it'll probably cure your ills.
