My car seems to stall after replacing cyl head

Hi, I recently removed the cylinder head, had it brought to a machine shop to repair it, and placed it back in my 1997 chevy camaro rs v6 3.8L (3800 series II). Now that I start up the car, it starts, but seems to stall soon afterward. The funny thing is, if I pull on the throttle cable a little bit (AKA put my foot on the gas), it seems to not stall, so long as the throttle cable is being tugged on.

FYI I had not hooked up the exaust pipe to the exaust manifolds fully yet, they are both touching the exaust flang, but are not tightened. If that has something to do with it.

I assume that it might be that the exaust is not hooked up all the way, because my guess is that it is not getting enough air, because that is what the throttle cable controls is it not? (the amount of air going in) or could it be a faulty FPR (fuel pressure regulator)?
