Default Stall out

I have a 350, '79 camaro. With a 650 Holley Carburator on it. When i crank it up it runs almost like its outta timing or not getting enough fuel. It says the timing is 8 degrees and someone at my work painted my timing marker so i cant make out the letters but i believe its on the last outer point to the left. So i think ive got the timing right on it. And I had another mechanic at work adjust the air to fuel ratio so i don't know where their supposed to be at. And when i adjust the idle screw on the carburator to see if any changes occur, the idle speed doesnt move at all. I don't really know what to do with it, and if someone could help me out this would be great. And if any more details are needed please let me know.

Check your float levels. One or both could be too low and starving the engine.
