It's no biggie.
Pull off both your wiper arms. Turn on the key, cycle your wiper motor a few times so you know where the 'park' position is. With the motor parked and the key off, put your wiper arms back on where they're supposed to be. But just snug the lock nuts. Cycle the wipers, make sure nothing moves, and if you like where they park, tighten the lock nuts, pat yourself on the back and treat your windshield to some Rain-X.

but the wipers start upright when off, when turned on the slowest level, they go down, back up, then down and stay there, until the next rotation, then the next rotation goes up then back down...works normally untili turn them off, then they move back upright and stay there....If i do that they willstart at the down position, then they would try and wipe down, towards the hood then back up to the down position...

That's the fix for the most common problem, like after you've had your arms or windshield replaced. Sounds like you might have a bit more of a problem and will have to remove and inspect the wiper transmissions and the wiper motor shaft to make sure the eccentric hasn't moved on the motor shaft.
Everything is pretty easy to get to.
