im having a problem, when wipers are off, they stay upright, then when i turn them on the slowest wiper speed, they will make their way down, back up, then down, and stay there, they will continue to work fine until i turn them off, in which they go back up camaro year is 1994

Sounds like either linkage or wiper motor issues...

Get yourself a Chiltons or Haynes manual to start with...
