Default Steering Problem

my steering works fine but when i take a hard turn, the wheel is super hard to turn. it does this to both sides. when i drive normally, you cant feel it. it happens on u-turns and when i do donuts. i asked a friend/mechanic what it could be and he said it could be the steering pump or the rack. does anybody know what it couldbe???

I would say the pump or a slipping belt. A bad rack would be stiff at all times.
