Default scan tool won't communicate 96

OBD II scan tool won't power up when I hook up to my car. When I hook it up, it turns on fuel pump. Service engine light has been on for a while, car haa been running good, till recently won't crank as well like it is flooding. Has a dead spot on bottom end and has intermitant miss sometimes. have put new fuel pump 7 months ago because wouldn't run. Basically I want to know if anyone has had prob getting scan tool to work. Hooked up to 96 V6 (mine is 96 LT1 SS) and worked.

Check your fuses. Your ALDL port gets it's power being on the same circuit as the cig. lighter/power socket.

thats probably a faulty brake light switch under the dash, when you hit the brakes that tells the computer to tell the trans to disengage the torque converter
