Right HID stuttering

I switched the ballasts and the bulbs and only the right side stutters

Have you checked the voltage at the balusters? How's the wiring connection on the right side?

Im going to check that today. i dont know why no matter what I do the right ballast is always searing hot. Might actually be the wiring. What should I check for?

I also noticed my high beams come on but barely when I turn my lows on, you can see from the picture

I would double check all of the wiring, very carefully. Also, make certain that your grounds are good and clean. Any rust or crud on the grounds can cause wierd electrical problems.

This. You can do a voltage drop on the ground wire from the light to the chassis. See if there any lost voltage causing those lights to mess up.

I took + and - cables off the battery and put them back on and they work fine..weird

Sounds like it was a poor connection and just redoing them got them cleaned up and tight.

*Bump* I think I may have a bad ground/corrosion on the right side. My right HID started blinking again. I recieved my fog light HID's and installed them (PITA) a bit ago( fogs never worked before then), I went to turn them on and the left fog worked but the right was blinking. WTF
