check fuel pump relay. its under the diver side kick panel. number 36 on the list here 4th Gen LT1 F-Body Tech-Component Location Views

 

Only power going into it is orange wire and its got power with key on and off and no other wire has power

 

ok, dang, i dont have anything on the 96 3.8 wiring. most switches on these are ground switched so it may be a ground that is switching. check to see whats going on with the ignition switch, its at the base of the steering coluum. i think the vats wiring is the same as whats on shbox. http://shbox.com/1/bcm_1996.jpg i see the body control module controls the fuel pump enable so finding more on it would be a good step.

 

got car towed to repair shop got it diagnosed and it is bad computer new one is on order will see what happens tommrow when arrives
