How do you know it will roll up if you can't get it to roll down in the first place? Not trying to get smart with you but I was just curious. It could be a regulator.

check your wiring from the door switch to the motor. check for power to and from the switch.

Maybe it went up for the last time, and never went down again?
You could have a cracked/fatigued wire (there's one for up and one for down control). Open the door. At the hinge pillar, grab the rubber boot with the wires inside it and wiggle it back and forth while trying the switch at the same time. If the window motor works, you'll need to go fishing for the bad wire. If that does nothing, have someone help you by wiggling the wiring boot on the drivers door (power supply goes from drivers to passenger side door) Believe it or else, this has worked for me on more than one car.

I know it goes up because when we put the new motor in it was all the way down it rolled up but will not roll down. I'm thinking it's gotta be the wiring.
