The mystery of the missing MAF
A missing AIR pump probably wouldn't cause those failures, besides, have you confirmed that anything is actually missing? It might just be unplugged. It would be more like a failure of a visual check for missing components done by the inspector. Your failures are probably due to other defects. I am sure other folks here can help with that better than I can.
rock auto has the pump, 140 to 155 bucks depending on brand. acdelco part #215345 standard motor part # AIP11 check fuse for the pump.

As mentioned, the AIR pump only runs upon initial start up, it's to help warm up the cat converter faster. Once the engine is warmed up a little, the pump isn't running and has no effect on emissions. You might fail a visual inspection if they look under the hood, and know what the heck they're looking at, otherwise I wouldn't waste my money on a new pump. Here by me, they don't even pop the hood when doing the emissions test.
