High rev, no acceleration
For less than $150 you can purchase a serviceable scanner that does both OBD1 and OBD2. Auto Zone usually has sales on Actron units that do Obd1&2 + ABS.
You can usually find Factory Service Manuals (FSM) on sale on E-bay, or from HelmInc.com (publisher), or you may search for a PDF copy on line. Another option would be a year subscription to Alldata for about $20, not as well organized as the FSM, but all info is there.

I have no clue how to reset the idle. I think it may be a vacuum I checked all the hoses. I will be looking at the pcv again to make sure of that. I also am going to check the fuel pressure one more time and also invest In the scanner. Smh it may be time to toss in the old towel. I want to make sure before I touch that opti or anything else. This flutter noise during acceleration makes me lean toward vacuum or bad spark plug, I think. Lol Would this plug and setup work,?? Look at this on eBay:

Kick me in the *** and call me sally. So I rented another fuel pressure tester. The psi at prime is 40 then it drops immediately. It is at 30 psi while running and hits 40 when removing the FPR vacuum hose, so the FPR works fine it seems. The rest I don't know and these are the same numbers I had before changing the fuel pump this weekend. I am taking it to the shop I'm done
The fuel pressure should not go immediately to zero. Could be the pump has a bad check valve (part of fuel pump assembly and not serviceable), or there is a serious fuel leak. Leak could be external or internal in side the fuel tank.

opti was shot, really didnt see that coming. It was working fine all this time. I was informed the water pump was dripping onto it, that pump is about 2 years old the most. Whateves. getting some more work done on her and she should be back in my arms shortly.
