Default 93 Z28 won't start

Looking for some troubleshooting suggestions. My 93 Z28 (6spd) (214Km miles) cranks but won't start. It cranks strongly, fires sporadically and it will sometimes chug along sounding like it's firing on 1 or 2 cylinders. I have good spark at the wires (used a spark tester), +40 psi fuel pressure in the rail. I put a noid light on an injector harness and it lit up intermittently as the engine cranked over. I had the ignition control module tested at a local parts store and it was prounounced to be faulty. Putting a new on didn't make any difference. I have replaced the coil. My next step is to go back through the trouble shooting scheme in the shop manual. Any suggestions from any of you is appreciated.

Also, anyone know where the fuel pressure regulator is is located on this car? The shop manual shows it at the rear of the engine in a similar location to the one on my 96 LT1. I have put my hand back there and there is nothing there. Did GM locate some of them back at the fuel tank?

On a 93, the regulator is on the passenger side rear of the fuel rails. On 94 and later, it is on the driver side.
