Default Steering Wheel Restoration

Has anybody tried to do a restoration on their leather-wrapped steering wheel? Years ago, I stitched on one of those leather covers over the original leather on my 83 and it still looks great. It just doesn't cover the leather at the ends of the spokes completely.

I was thinking of getting some wider leather at my local upholstery shop and cut another one that matches the original pattern. I'm not sure what kind of padding I should use that will last at least a little longer than what the factory used on mine. The padding at the top of the wheel was all collapsed/deteriorated and the leather wanted to twist from placing my hand there.

Now, what about the black finish on the center section and spokes? Anybody know what that finish is? It doesn't appear to be paint, maybe a black oxide finish. It's just now starting to wear off wear I put my fingers. Not bad for 220,000 miles. I don't think paint would last that long.

It is paint ( or a cheap powder coat) Mine had a chip in it. And that is also 220k inside the car. Not on the outside.
Check with the upholstry shop. I know of one that fixes them and covers them with leather in my area. They do a real nice job.
