I have a 92 Z-28, manual transmission, which I now believe to be a 5.0L. The only major problem is the dashboard tach. When I first bought the car (used) in fifth gear the tach would display a redline (5500 RPM) at only 80 MPH. After an attempted fix, in which the rusted PC-Board was cleaned and a capacitor replaced, the redline is now reached at 70 mph. Untill I get a new dash, I'd like to ask that someone please post a normal redline speed, if possible.

With a 5sp and your in 5th gear (which is overdrive) you should be about 2000rpm's at 80mph (note: my estimate since your ratio is unk).
So my opinion is your tach is reading off and is not reliable.
