Default Oil leak on new motor..

Hey guys I have recently built a 383 vortec stroker motor and installed it in my 86. Its been running fine no signs of leaks. This weekend Ive been trying to fix a trans leak and I noticed oil on the timing chain cover right where the oil pan and the cover meet. It doesnt seem to be coming from there but it builds up there. The bolts on the pan were a little loose and ive tightened them up, but its still building up after running for a few minutes. My power steering pump does have a leak but this seemed to start leaking out of the blue. There is also oil behind the water pump and on the power steering pump any ideas to pinpoint?

Are you positive its not power steering fluid running down to the base of the timing cover.

How can you tell it's not coming from there? That area can leak if you didn't use a dab of RTV where those spots meet.
