Carb problem on '83 Camaro

I've been working on the carb some more. The gas filter is fine. The choke is operating well. All vacuum lines have been triple checked and seem fine. I've tried the carb float in 3 spots in a range from 8/32-13/32" (I found these measurements in more than one spot).
The car idles fine when cold. But if I hit the accelerator hard, I get definite hesitation. As the car warms, it stalls unless I keep it idling at about 1300 rpm (normal should be around 800).
In a diagnostic manual, it suggested testing the EGR valve with the engine warm. The test was partly whether it changed idle speed or not. It didn't, but again, I've got it idling high to keep from stalling. Besides, the car worked pretty well before the rebuild, so it sure seems like it's something I've done (or didn't do).
As I moved the float up and down, the needle did not move at all that I could see. I'm on my second rebuild kit, so switched out the needle with the other new one. The spring from which it hangs was shaped slightly differently, and with this one, I get some visible movement, although quite small.
