Default starter problems

Im posting for a friend of mine, he has a 84 camero that he swapped in a carbd 350. His problem is that when he tries to start his car the the starter doesnt turn over and it sounds like one of the wires connecting to the starter is sparking or shorting out. we cant see any sparks when we go to turn it over. When we tried to loosen the bolts on the starter the solenoid seems to just spin freely, could this be why the starter doesnt work? It stared a few times when he first dropped the engine in.

the solenoid spinning would probably be the issue. pull it out and bench test it, or have it tested at a parts store. there are contacts inside the solenoid and if it broke and can spin, those contacts will short out
