Default extremely high rpm's

My 91 camaro RS has been acting very strange lately. A while ago the RMPs started acting up, ideling at like 4000, and when i would go 50 mph rpm's would be 5000, 60 mph/rpm's 6000...and so on. Well I didn't drive my car all summer, because something was wrong w/ it, come to find out it was the heater control valve which i replaced. I just started driving again yesterday and the rpm's keep going extremely high. WHen I first started it again it was ideling @ almost 7000, then it dropped to like 4000/5000. but when i acelerate the rpms soar, i get to like 60mphs and my rpms shoot up past 7000, and my rmps only go to 7000! It does feel like it is running a little rough but not like the rpms should be that high. Anyway I guess i am just wondering if I got a tune up it would help? because i know i am way over due for one of those. Or if maybe I could have hooked up the heater control valve wrong-would that have any effect on my rpm's? If anyone has any ideas on what could be wrong or i could find out please let me know ASAP.

If it was idling that high on me, I would check anything having to do with the throttle. Such as linkage/cable, throttle body, throttle postion sensor.

I've encountered at least three 3rd Gen Camaros where this occurs, and its the circuits on the back of the tach.
