Default adjusting the lifters on an '89 2.8..again

I did what the manual said, spin the pushrod and tighten the rocker until it gets tight, then add 1.5 turns. Well, the car won't start and I think it's because the rockers are too tight. I know that they are tighter now than they were when I removed them. Unfortunately, you cant start the engine with the valve covers off to adjust them. What do you think? In the old days I used to back them out until they clack, then add 1/2 turn.
