Ok just a quick history lesson. Before OBD Each car company had their own Computer system. GMs original system was called CCC (Computer Controlled Carburetor) system. Or 3C for short. The only hand held scan tool I am aware of that worked with this system was the OTC scanner. They were required in every dealer. You have to remember back then most engine analyzers where the size of a very large toolbox. They had their built-in computer interfaces and scopes. They could test just about anything.
After saying all that all you need to fix 95% of the issues with a 3C system is a paper clip, a decent voltmeter (design to work on fine electronic) and a dewell meter. I no longer have the manual for an 81 but I can walk you though the startup process.
Found a simple video. This is a new, late 80's truck but it was the same process.
Most people get rid of the computer. Heck I would bet the first one I got rid of was in1985. Kinda surprised there are some still functioning considering how much trouble those things gave us with the 5 year -50,000 mile warranty they had.
