RE: like driving a slug
Your 1981 Z28 came with 165 HP. To put that in perspective in the 4th generation the least powerful motor that was offered was the3.4 V6. It was rated with 165 HP. It was discontinued in 96 and was replaced with a 200 HP 3.8 V6.
Your question is not going to get any real answers because it is not answerable. My car feel slugish, what wrong with it? It could be anything. I mean Anything.
Brakes sticking
Bearings grinding
Clutchs sliping
Kink in a fuel line
Partially Pluged exhaust
Torque converter
Flat tires
All those things and I have not even got to the motor yet. Almost every part of the motor if installed incorrecly, worn, out of ajustmentor just plain the wrong part can cause a reduction in HP. Not to mention the car is almost 30 years old there is no telling the a piles of maintenance that could be needed.

Ditto, but I'd start with that new holly carb. i hate those things, and a 750 is probably oversized for that mostly stock motor, so you are going to actually lose power from it. the old q-jets will stomp them all day long. if you're scared of a q-jet because they're complicated to build, an edelbrock 600 would be better sized for that engine and much easier to build and tune. if that holly has ever backfired, you might have a blown accelerator pump which would cause sluggishness. but, as mentioned above, there's a lot more to know about your car before making a definite call
