Carburetor Barrels won't open

Default Carburetor Barrels won't open

I have an issue with the back 2 barrels of my carburetor on my 79 Z28 not opening up. The starter barrels work fine but the back two stay closed unless I force them open by hand. Does anyone have any suggestions to what might be the problem?

Is this a stock Carb or a holley?

If it is stock and I remember right the bottom butter flies are mechanical and the upper plates you can see are opened by ported vacuum.(air passing through the lower butter flies) This means they will only open at higher RPM with the engine under load. So you may not see them open with the car sitting still.

If it's a vacuum secondary carb it had to be under load for the secondary butterflies to open.
