Default Decal removal

Hi, I have a 1977 Z-28 and I want to replace the Z-28 Decal thats on the Air Cleaner cover. Once thats done I'm going to remove a bit of rust and repaint then re-decal. First question...best way to remove the decal and glue residue....second, can I use enamel Spray paint to repaint the cover? Or do I need to find a "High Temp" type of paint? Thanks!
