If I had it at my shop? I would recover it... there is a few different way to cover the headliner... what is the cover? is it foam backed? after years of heat the foam backing turns to dust... What you need to do is pull the liner down and scrub the cardboard clean with a stiff brush to get the old foam off, then you need to get a contact spry glue. (we use vinyl top glue but 3M number 77 you can get at home depot works well for those who don't have a glue gun.) get the vinyl or cloth covering with foam backing if your comes like that... spray the head liner first then the cardboard, let the glue tack up real well... if the glue does not tack up all the way the foam will flatten out and you will not like the results... depending on the area you are covering.. a friend to hold he other side of the cloth to keep it off the area you are not working.. make sure you have Extra cloth to over cover the area to be covered...start on one side of the area to be worked and with about a quarter of the extra hanging over... don't leave any slack in the cloth but don't try to stretch the cloth too much... with your buddy holding the cloth slowly work the cloth to cover the liner from your starting point to the far edges... oh and one last hint... your hands need to be super clean and trim your nails...
