Default 67 Hideaway headlights help

Can anyone give me an idea of what to look for. My hideaway headlights will not open. I have repalced all the relays, motors, I am at my wits end of where the issue would be. When you turn the headlight switch on the relays engage all the lights work but they will not open. All the grounds seem to be attached what can I be overlooking??? Any help would be greatly appreciated.
Thanks

are the doors vaccum operated. I thought all late 60's cars with hideaway headlights had vacuum motors. if not, check your grounds!! Take them off and make sure you get a medal to medal contact

The doors were vacumn operated starting in 68. The grunds have been checked it appears that there possibly might not have any power coming out of the rel;ays. This is one of those systems where if one bulb is out then the doors will not work. I had replacced all the bulbs with new ones and they all are working. I am sure it is something that is simple.
Thanks for your input.
