Default 1977 Camaro Fender question

I have been in the process of going over a 1977 Camaro with my daughter for the past year. We rebuilt the motor and tranny last winter and have been working on the body since the spring. Stripped to bare metal, had two new quarters and rear panel welded on, epoxy coated the whole thing and am now on the second round of blocking out the 2k primer. Anyhow, I had to order new fenders as well and I'm getting ready to re-assemble everything to test fit the items before moving any further. I believe that when I took this apart, one of the fender lips was over the inner fender meaning that I could see the lip of the painted fender and the other fender was on top of the inner fender such that you couldn't see the inner lip of the fender. I know this is probably a pretty silly question but which way is it supposed to go? If possible, could someone post a picture as well?

The inner fender bolts to the top of the fender from the inside. I can't explain what I mean but your right.

I'm still confused. Maybe another way to ask this is - does the fender lip sit on top of the inner fender or does the inner fender sit on top of the fender lip?

The outer fender mounts over the lip of the inner fender.

When you put in the inner fender, stick the front part in first, under the inner fender mounts in the very front, then raise the back into position & put a couple bolts in the back to hold it. You should have nut clips along the fender lip. The inner fender bolts to those on the outside of the bottom of the fender along the lip.
