I'm thinking maybe a po installed a 96-up exhaust, and plugged the extra unused 02 bungs with the spark plugs. Hey, they are "plugs".

i think that they might have just used whatever was laying around when they did the cat delete and just plugged the holes with whatever they had. im redoing the eshaust before too long, going to go from the bbk unequal length headers to some coated long tubes and run a x-pipe with dual bullet style flowmasters with turn downs before the axle, i just thought it was wierd cause i couldnt figure out what they had going on, the exhaust work was done before i got the car

How do you guys get away with deleting the cats? Here in NC, the car does not have a smog check if it's older than 1994, but it still has to pass a visual and all factory installed emission controls have to be present and installed (you could gut them and get away with it) or the car fails visual. Probably different state to state I guess. Or, you know someone who turns a blind eye to it??

In IL, it's 1996 (OBDII) and newer that gets tested. No more sniffer tests.

Different states have different inspection requirements. Here in WA there are two different emission requirements depending on your location. In most of the heavily populated areas in the western part of the state and around Spokane, they have actual emission tests. For most of the eastern side of the state there are no emission tests at all.

However, all emisison controls are required at the federal level. There just is no federal testing requirements other than for cars fresh off the factory assembly line. If the EPA ever got a wild feather in their nether regions, they could enact a federal testing program and require both visual and sniffing tests on all vehicles that originally came with emission equipment. That would really put a lot of folks in a bind, and would lead to huge repair bills (or more business for the crushers) for most cars over ten years old.
