no its a plug in device, either you leave it in or take it out, but i dont know why you wouldnt leave it in

 

If you don't have the eliminator in the Skip Shift (aka CAGS) is always in effect. It was GM's way around the gas guzzler tax, if you bought the eliminator I don't know why you would ever actually want skip shift to be on...
