I have a 94 Z28 and this is the explanation directly out of my manual. I can not imagine it being much diferent from your.

Skip Shift Light (5.7L LT1 Engine)
When this light comes on, you can only
shift from “1” (First) to “4” (Fourth) gear
instead of “1” (First) to “2” (Second)
gear. This helps you to get the best
possible fuel economy.
This light will come on under these
conditions:
0 The engine coolant temperature is greater than 170°F (77”C),
0 You are going 15-20 mph and
0 You are at 35% throttle or less.

You can also check out this site and find your owners manual for that year and get the specics for that model.
Web site was made known to me by member z28pete. http://www.shbox.com

Hope this helps

pdpallen said it best. Under normal driving conditons your cars C.A.G.S ( computer assisted gear selector) system activates a switch which locks out 2nd gear so you cant shift into it. This is surpost to help save on gas but it gets a little annoying so you might want to spend the money and get a skip shift eliminater it will get rid of that.
