Default Intake Question

I replaced the water pump in my 94' Z28 this weekend. I noticed something a bit unusual on the intake. There is a huge piece of hollow plastic that I guess is supposed to change the sound of the car while accelerating. Does anybody ever remove this? Does having it gone improve the sound of the car?

That's the "Donkey Dong" Removing it won't really get you any noticeable power increase. The sound will change, the tube is there and it is a specific volume in order to have a specific resonant frequency. This is utilized to reduce the noise the intake produces. I wouldn't necessarily call the change in sound an improvement, you'll just get more intake noise...
