Default Head gasket blown?

I think I blew a head gasket on my 94 Z28. Loosing coolant and the exhaust is puffing white smoke and smells. Don't see any coolant in the oil and it is not dripping in the driveway. Anyone know a ballpark figure a shop would charge for changing both head gaskets and resurfacing the heads? Looks pretty labour intensive...
Thanks

The book is calling for 12.7 hours of labor at shop rates to do a head gasket job. Not sure it that includes resurfacing the heads.
