Either he doesn't know what he has and is just trying to get rid of it, or he knows what he has and botched the rebuild, or it was never rebuilt and it known to have a cracked block or some other catastrophic issue.
Your chances are about 80% that you would be pissing away your money getting that engine.

maybe he has a 30 foot boat and needs to replace his permanent mooring. If the engine is garbage, then he has a mooring at about the same price for a similar mushroom anchor
