wiper motor questions ?
* in my 71 my wiper motor doesnt work.
* i put a test light on all five electrical plugs and they all have power. one sparked like when a negative/positive touch... tell me ifi amwrong but is that the earth and is that normal?
* my 3 vacum lines are a mess. one goes to the tank at the front . the return line to the wipers is there. another line goes through the firewall but is connected to nothing. the 3rd point there is no hose at all.should this go to a vacum point like carb or manifold? where should they all be connected?
* does it sound like the wiper motor is dead?

Sounds like the wiper motor may have an internal short.
Vacuum lines??? Maybe I'm just half brain dead after a day of work but, it looks as though you are counting 4 hoses not three. Hose that goes thru the firewall is probably for heater/air conditioning controls. It needs to connect to the intake manifold. Not sure what you mean by wiper return line and a tank. Your windshield washer tank in at the front, but that has nothing to do with vacuum. Or are you talking about a vapor recovery?(round black canister) Where is the third point located? Do you have a photo?
