Default 96 z28 overheating

I am constantly having over heating problems. On the street but on freeway is ok. Can someone explain how to keep the fans on always. I think that is the problem. I have a bra on it but it doesn't restrict the air flow at all.

Welcome, Robert, to the Club.
You might try street driving without the bra and compare results.
Ensure the spoilers and other devices are in good physical condition and in place.
Coolant level where it should be, radiator cap is good and system develops pressure by feeling hoses are taut.
You might have to wire in a toggle/rocker switch for the fan relay(s) as you can then manually control the fan(s) operation.
Fans should come on when MAX A/C is selected.

If u go the toggle route, u have to be careful to turn it off when u park car, on my last one it had the toggle switch to control the fans n I for got it a few times resulting in drained battery, the previous owner had it where the rear defrost switch was as the car came w/no frills from factory, for the life of me I couldn't see it finally painted it red so I could see lol
