Default exhaust question

I have an 85 z28 with a 350 from a 94 truck in it.It has flowmasters on it.I was looking at the passenger side exhaust manifold ,and I noticed a sylenoid valve thing inline on the exhaust pipe.It has a little nipple on it for a vacuume line, that was disconected.I hooked a vacuume line from my manifold on it ,and it opened up,and my car seemed to run better.my question is does it need to be hooked up or can it be left alone. Also what is it for?
