First off, what year?
Does the voltage drop when you crank the key on? lights dim? How does the horn sound? If you have good voltage the ignition switch should make the small wire leading to the starter hot. Use your voltmeter to check this. If you have no signal to the starter the the issue is in the ignition/security systems.
If you do have good voltage and power to the starter and you do not hear a clicking then you solenoid has an issue.

A battery can pass a non-draw volt test and still fail. The battery would show bad on a draw test. If you honk your horn and it sounds strong you should atlease get the solinoid clicking. Most of the time I get these calls it ends up being the battery. Maybe 80% of the time its battery with 17% being Starter/Solinoid and 2% ignition switch/comuter and1% wiring.

When I say Battery I mean the battery does not have enought juice to start the car. That could be from a charging systemissue or the battery itself.
