You can delete the limiter with a programmer, or find someone that specializes in tuning Camaros and can probably take care of the problem for less money than buying a programmer. If you going to run the car at top speed, make sure you have Z rated tires, as the cheap rubber can let go at any time.
Keep in mind that you only want to delete the speed limiter/governor, not the rev limiter. They are two different things.
