i just was wondering, as the air moves over my hood the back of it tends to shutter and it is misaligned with the fender by a half inch, it is a second gen camaro (1977) and would this just be a spring problem or a hinge

A half inch! Is your hood never twisted? If don't, check the springs, hinge and the buschings (rubber pieces).

The hood is an original one or fiber glass hood?
